Towns and local rules

The City of Kingston caps one of its three rental permits.

The full permit, to rent a whole unit, is capped at about 106, roughly 1 percent of the city's housing, and as of July 2026 that cap was effectively full. You need a permit before you advertise or rent any home for under 30 days in a row. A full permit runs roughly $650 a year, and the other two roughly $125. Renting without a permit brings fines from $1,000 up to $7,500.

Ulster County market

One of the Hudson Valley's most active short-term rental markets.

Ulster is one of the busiest short-term rental markets in the Hudson Valley, spanning Kingston, Woodstock, and New Paltz out to Saugerties, the Shawangunks, and the Catskills. We do not publish rate, occupancy, or supply figures for Ulster we cannot yet stand behind, so the honest read for your specific town comes on the property-fit call. Demand here is real and well established, which is exactly why the disciplined, compliant listing wins over the one that simply exists, and why several Ulster towns have moved to regulate short stays directly.

FAQ

What does a Woodstock permit allow if I don't live in the home?

Up to 180 rental days a year, and no more than 26 weekends. The permit is renewed every year, at about $250 a year for a home you don't live in. For a home you live in, it's about $50 plus $25 a bedroom.

If I live in my home in the City of Kingston, am I up against the cap?

No. A home you live in takes a resident-occupied permit, and a home rented fewer than 30 nights a year takes a limited permit. Neither is capped, and both are allowed citywide.

Ask Jake whether your Ulster town caps permits.
