Norwood bans short-term rentals outright. Since February 14, 2024 (Ord. No. 2024:01, Borough Code Ch. 181, Art. IV), it is unlawful to rent any dwelling unit, in whole or in part, for consideration for a period of less than 175 days, which covers every Airbnb/VRBO-style stay; only rentals of 175+ days and licensed hotels are allowed. Advertising or platform-listing a short-term rental is itself a violation, with fines up to $1,250 and each day counted as a separate offense.
What the rules say in Norwood
- Renting any dwelling unit (whole-home or a room) for consideration for less than 175 days is unlawful (Code sec. 181-21A); 'short-term rental' is defined as any residential occupancy under 175 days (sec. 181-20)

- Leasing or renting any amenity of a property (swimming pool, sports court, backyard, etc.) is separately prohibited (sec. 181-21.1)
- Advertising a short-term rental is unlawful, and hosting platforms may not facilitate or advertise Norwood STRs (sec. 181-23)
- Penalty: fine up to $1,250 per adjudicated violation regardless of intent or knowledge, with each day a new and separate violation; violations are declared a nuisance per se, and the Borough may also pursue injunctions, eviction proceedings, and attorneys' fees (sec. 181-24)
- Non-paying house guests who are part of the owner's housekeeping unit are not affected (sec. 181-22)
