Roseland bans short-term rentals outright: no dwelling, or any room or segment of one, may be rented for less than 30 consecutive days anywhere in the borough. Ordinance No. 27-2024 (adopted September 17, 2024, effective upon publication September 26, 2024) rewrote Borough Code section 30-403.24 as "Short Term Rentals - Prohibited," replacing an earlier circa-2019 ordinance that had merely regulated them. Even advertising a sub-30-day rental is a violation.

What the rules say in Roseland

  • Borough-wide ban: no dwelling, or segment (room) thereof, may be rented or leased for a term of less than 30 days (Code sec. 30-403.24.3), covering both whole-home and room rentals.
  • Leasing or renting any dwelling, or segment thereof, for commercial or social event purposes is prohibited (sec. 30-403.24.4).

  • Any print, electronic, or internet advertisement of a prohibited rental is itself a violation (sec. 30-403.24.6).
  • Enforced by the Borough Code Enforcement Officer and Police Department; violators face the maximum fines and penalties under N.J.S.A. 40:49-5, and each day a violation persists is a separate offense (secs. 30-403.24.7 and 30-403.24.8).
  • History: a circa-2019 ordinance had regulated STRs; in July 2024 Mayor James Spango announced it would be tightened to a full ban, enacted as Ordinance No. 27-2024 (introduced Aug 13, 2024; adopted Sep 17, 2024; published/effective Sep 26, 2024). No 2025 or 2026 ordinance amends or repeals sec. 30-403.24, so the ban remains in force as of July 2026.
