Alpine has no short-term-rental ordinance, permit system, or transient-occupancy rules, but its all-residential zoning implicitly forecloses most STR formats: every residence zone permits only "a one-family detached dwelling with no boarders or roomers" (§220-5A(1)), and §220-5B(4) flatly bars renting any residence to more than two unrelated persons, which rules out room rentals and typical multi-guest Airbnb stays regardless of length. No transient-lodging use is permitted anywhere in the borough (golf-club guest rooms by special exception are the code's only transient accommodation), so whole-home rental to a single related family is at best an unaddressed gray area with no permit available to legitimize commercial STR operation; zoning violations carry up to a $1,000 fine and/or 90 days per offense.

What the rules say in Alpine

  • No short-term-rental ordinance, registry, license, or transient-occupancy provision exists anywhere in the borough code (verified through the 11-17-2025 supplement, the full ordinance Disposition List back to 1970, and 2026 uncodified Ord. 848).
  • The entire borough is zoned residential (R-R through R-4, Public, Buffer, COAH/AH overlay districts); there is no commercial or hotel zone, and §220-5A provides that no building or lot shall be used for any purpose except a one-family detached dwelling with no boarders or roomers, public uses, and agriculture.
  • Hosted or room-rental STRs are expressly foreclosed: the permitted dwelling use is defined as having "no boarders or roomers" (§220-5A(1)).
  • §220-5B(4): "No residence building shall be rented to or occupied by more than two unrelated persons," barring typical multi-guest STR groups regardless of stay length.
  • "Family" (§220-2) is limited to related persons (plus domestic help) or not more than two persons unrelated by blood, marriage or adoption living as a single, nonprofit housekeeping unit.
  • The only transient sleeping accommodation contemplated in the code is golf-club rooms for members and guests by special exception (§220-6B(8)); §220-22's borough-wide prohibition list (tents/membrane structures, cannabis) contains no STR entry.
  • Whole-home rental to a single related family is not expressly addressed (no minimum-stay rule exists), leaving that narrow format a legal gray area with no STR permit or registration path available.
  • Enforcement: zoning violations carry a fine up to $1,000, imprisonment up to 90 days, or community service up to 90 days per offense (§220-20D); occupancy without a required certificate of occupancy is fined up to $100 per day (§220-18C(1)(f)); a certificate of continued occupancy is required only on ownership transfer, not on rentals (§220-18C(2), Ord. 822 of 2023).
  • Caveat: two of the three uncodified 2026 ordinances could not be retrieved (eCode360's new-laws page is access-gated); the retrieved one (Ord. 848) is an affordable-housing overlay unrelated to STRs, and no news or secondary source reports any Alpine STR ordinance.
